Kaduna State University (KASU) proudly hosted an International Conference organised by the Department of Public Administration on November 20, 2025. The conference theme, “Rethinking Local Government Administration: Policy Reform, Institutional Capacity, and Public Financial Management for Sustainable Development,” reflects the pressing realities facing local governance in Nigeria.



In his welcome address, Prof. Aminu Ladan Sherehu, Chairman of the Local Organizing Committee, acknowledged the vital challenges that local governments face in delivering services effectively. He expressed gratitude to esteemed guests, university leadership, and the organizing committee for their support in making this significant event possible.
The Vice Chancellor of KASU, Prof. Abdullahi I. Musa, emphasized the importance of academic engagement in reforming local governance. He highlighted recent achievements of the university, illustrating its commitment to transforming knowledge production in Nigeria.


Dr. Anthony Kambi Masha from Walter Sisulu University presented a paper on employee engagement in local government administration, outlining how leadership influences employee commitment and the necessity of fostering a culture of engagement to enhance effectiveness.



The second paper presenter, Prof. Bashir Jumare from Ahmadu Bello University, elaborated on the historical evolution of local governments in Nigeria, emphasizing their constitutional significance and the need for robust financial management frameworks to address socio-economic challenges.
Her Excellency Dr. Hadiza Sabuwa Balarabe, Deputy Governor of Kaduna State, in her keynote address, stressed that democracy is bolstered by effective local governance. She called for a comprehensive rethinking of local government operations to enhance responsiveness and accountability. Her address highlighted ongoing reforms aimed at making local governance in Kaduna State more dynamic and transparent.



Goodwill messages were delivered by various dignitaries, including the Executive Chairman of the Revenue Mobilization Allocation and Fiscal Commission and the Deputy Governor of Katsina State, represented by Alh. Mannir Aliyu, Permanent Secretary, Deputy Governor’s office, underscoring the importance of strengthening local governance structures for sustainable development. Other goodwill messages were given by Prof. Victor Gimba Kyari and His Royal Highness Emir of Zazau, represented by Dangaladiman Waziri Zazzau.



In closing, Dr. Nasir Haruna Soba, Head of the Department, expressed heartfelt appreciation to all participants for their invaluable contributions. He underscored the critical role of local governance in addressing contemporary challenges and advancing sustainable development in Nigeria, concluding with a call for continued engagement and collaboration to drive impactful reforms.
