Dr. Usman Abbas Sarkin-Pada, a distinguished scholar, procurement expert, Head of the Department of Procurement and Supply Chain Management, and Director of Procurement at Kaduna State University, actively participated in the Association of Public Procurement Practitioners of Nigeria (APPON) 2025 National Conference, held from Monday, 11th to Friday, 15th August 2025, at the Borno State Hotel, Maiduguri.



Themed “Mainstreaming Public Procurement for Effective Budget Implementation,” the conference brought together key stakeholders, including representatives of the Executive Governor of Borno State, Permanent Secretaries, Directors-General of various State Bureaus of Public Procurement (BPP), traditional leaders, procurement professionals, and members of the public.
Dr. Sarkin-Pada presented a scholarly paper titled:
“Capacity Building and Professionalization of Procurement Personnel: Panacea for Strengthening Public Procurement Compliance in Nigeria – A Comparative Analysis.”
His presentation emphasized strategies for enhancing professionalism and compliance in Nigeria’s public procurement system to drive efficiency and transparency.
He also featured in a high-level panel discussion on “Ethical Issues in Mainstreaming Public Procurement for Effective Budget Implementation in Nigeria.”

In recognition of his remarkable contributions to public procurement practice and policy development, Dr. Usman Abbas Sarkin-Pada was conferred with the prestigious Fellowship of the Association of Public Procurement Practitioners of Nigeria (FCPP).



Dr. Sarkin-Pada expressed profound gratitude to APPON, the conference organizers, fellow panelists, and participants for the engaging sessions and for the honor bestowed on him. He reaffirmed his unwavering commitment to advancing ethical procurement practices, capacity development, and policy reforms for a transparent and effective public sector.
